Golden State Water Company will be live in production with their new Oracle CC&B system starting Monday October 31st, 2011. Blue Heron Consulting, the prime system integrator, has delivered one of the most successful fixed price projects ever as demonstrated by key metrics including:  implementation price per customer, time to complete delivery, low defect rate, and financial balancing to the penny.
